It looks kind of long but please just bare with me, my teacher said it can be whatever we want it to be, she just wants to see what we think a country should do.
Okay, Since its obvious that there are loopholes in the current one, I have decided to form my own Island nation that will have this constitution, it is a modified form of the US one, so fill in the blanks with what the US Follows, lets just assume that there are around 10 districts of my nation
1. Executive Branch
A.Voted on by the Nation, Popular Vote Wins, All Ballots must be on paper and made public. (This is only in case of Presidential Election)
B. There may be NO formation of Political Parties, Private Groups may not band together to form there own political Action Comities.
C. The States shall allow anyone who meets the requirements for the position to run on any platform they desire
D. Each District will elect a Governor for itself
2.Legislative
A.There will be 3 congressmen from each district who instead of creating laws, will only vote on proposals of federal laws and then if a bill is voted on by the senate at the next election day it is put on the ballot and voted on by the people (There must be a 2/3rds majority by the senate and a 3/5ths majority by the people for a law to pass, the senate may not suggest more then 20 laws each year.)
B. For matters not concerning the federal government, each district shall have its own congress that works in an identical way for its own district.
3. Judicial
A. In the event of a Public majority not surpassing 3/5ths for a law, the Supreme Court will determine the creation of the law.
Other Details include
A.There can be no law against personally consumption of any good (Lamens=Drugs are legal)
B. The ONLY requirement to become a full fledged citizen is proficiency in the English Language
C. No body Public or Private my interfere with the speech of any individual (No MAPP, No ESRB, No FCC Monitoring TV,)
D. The Government may never give any resources capital or otherwise to a corporation all work done for the government must have a budget and monetary pay solidified in contract before work begins,
E. No Income tax,
F. The President may never support an Unbalanced budget, starting with the President and proceeding in amount of pay through government, if money is required by the country it may be garnished from them
G. In all criminal trials there must be identification of a specifc victim other then the individual performing the %26quot;Crime%26quot; (Victimless crimes like drug use, seatbelt laws, Prostitution, Suicide,)
H. The Police may not perform sting operations unless a target is made clear (Ex, Putting a purse on the street and seeing if anyone takes it then jumping them NO, Cops going undercover as beggars looking for muggers, Okay)
I. the Government may not create Gun Restrictions of ANY KIND
J. Employers may not require information from employees about personal habits or past convictions or consider any 3rd party information other then that provided by the potential employee in consideration for a job
K. Before any criminal can be put to death there must be evidence beyond a shadow of a doubt that he/she is guilty

But some of your ideas are unworkable, I fear. For example, political parties of a sort will still form, but it will be underground. And since you support total freedom, this becomes a paradox.
I like the limit of 20 laws per year! We need that one!

B. I think new citizens should also understand our history and government. So should existing citizens.
E. The federal government needs revenue, although far less than they currently misuse. What would you propose?
G. I could argue that surviving family members are victims of suicide. And does the government have to pay for the care of those injured because they didn%26#039;t use a seatbelt?
I. I don%26#039;t mind the government banning the ownership of bazookas and flame throwers. And I don%26#039;t think convicted criminals should be allowed to own firearms.
J. If an employer is hiring a driver, don%26#039;t you think they have the right to know if that driver is an alcoholic or drug addict?

You may know a LITTLE about our Constitution and laws, but you don%26#039;t UNDERSTAND jack. Your question is too long to eviscerate, point by point, but your proposals are asinine.
For every point that your cite, you need to play Devil%26#039;s advocate and argue the opposing point of view. If you can pose a coherent argument against a point in your constitution, then it needs to be fixed. A prime example is 1B, no political parties. That contradicts %26#039;Other Details Include, Sect. C%26#039; (to wit, the Gov%26#039;t can%26#039;t interfere with speech). Political parties exist because free speech is allowed.
Lean more towards the law and less towards Peter Pan.
Edit: If the people must vote on laws, then Google HUD (Housing and Urban Development) and read what comes up. Pick any regulation and imagine the average citizen sifting through that and making a coherent decision.

referundums for everything has been shown not to really work, in switzerland I think, or maybe sweden. The public in general doesn%26#039;t have strong views on every law, and so would just be hassled by compulsory ballots for things they care little about.

I.A. - Needs provision for when there is no winner of the popular vote (in the last 4 U.S. presidential elections, only the reelection of Bush in 2004 had someone with the majority of the popular vote).
I.B. - Needs definitions. As written, seems to be very restrictive of freedom of speech. If I%26#039;m in a group in Los Angeles supporting a candidate, we can%26#039;t join with a group in Anaheim supporting the same candidate to buy ad time on the LA market?
2.A. - As long as you don%26#039;t want any laws passed. 2/3rds majority to place something on a ballot requiring a 3/5ths popular vote means your law book will be pretty much empty. That goes for changing bad laws, too.
3.A. - That puts the Judicial branch with double duty as a Legislative branch. Personally, I like the idea of the judiciary as separate from the process of creating laws, but it%26#039;s your constitution.
Other
A. - I doubt if I%26#039;d want to live in a country where people can just do PCP, acid, etc. while driving, in a mall, at school, etc.
C. - Contradicts I.B. Also, where does copyright and trademark law fit in?
E. - How does the government gather revenue to provide services?
G. - I assume, since %26quot;victimless%26quot; crimes are not crimes, that hospitals will not be required to render assistance if the cost exceeds what their insurance will cover?
H. - I don%26#039;t understand the distinction in your examples. In both cases, the police are putting out bait to see if anyone takes it. Though, finding a purse in the street is not illegal AFAIK.
I. - Privately owned mortars, machine guns, antitank weapons, surface-to-air missiles?
J. - A bank cannot ask if an applicant has been convicted of identity theft? A pharmacy cannot ask if an applicant is a drug addict?
(I know I%26#039;ve seemed harsh in this response, just trying to look at it critically for places it needs to be tightened up or perhaps reconsidered)
