it is only half true that high oil prices are a boon to conservation. it would be better to have made the choice to make oil expensive (i.e. tax it heavily) and to use the tax to invest in alternatives. in the present situation there is no excess to invest.

that is an interesting way to look at it. kind of a back-handed compliment for bush but even with this creative thought we still have just one problem. high prices have not caused any conservation, prices remain high because demand remains high. we continue to use fossil fuels like they will last forever and cause no damage to our environment. so in the end we can not give bush any credit for helping to reduce or prevent global warming. it seems the poor guy can%26#039;t get anything right not even slipping in the back door.

Ironically yes but if if we had a balanced budget then the dollar would be strong and the government could have imposed a gasoline tax to encourage conservation and the money would have stayed in the U.S. to build more rail and commuter transportation systems. But that would be intelligent and no one has accused this administration of that trait.
